Manage personnel and functions related to the Maintenance Repair Operation (MRO) needs of the organization both formal and informal, including all requirements below the formal solicitation threshold, procurement card auditing and training. Plans, assigns and supervises the work of others with extensive latitude in the use of initiative and independent judgment. Responsible for the strategic implementation and administration of contracts. Establishes and monitors programs that will create cost savings through negotiations and stimulation of supplier competition.

PRIMARY RESPONSIBILITIES
Supervise professional staff: hire, develop, evaluate, counsel, discipline, and terminate employees.
Manage and facilitate all facets of supply management activities between the Authoritys business units and their suppliers.
Determine proper sources of supply for most economical purchases, arrange for competitive solicitations, dependability and resourcefulness of suppliers meeting organization requirements.
Lead inter-departmental team to develop strategies and implement plans that improve cost effectiveness and staff efficiencies for Procurement and Stores.
Responsible for formal agreement development.
Identify and develop new sources of supply as necessary.
Requirements
EDUCATION AND EXPERIENCE:
Bachelors degree in Business Administration, Public Administration or other related field. Related experience may substitute for educational requirements on a year for year basis up to four (4) years.
Five (5) years experience in the procurement field including three (3) years using formal and informal solicitation methods and contract administration, two (2) of which should be in a public setting.
Two (2) years experience managing people as a supervisor, lead, or project manager.
Indirect materials/services and capital equipment contract negotiations experience i.e. pricing, delivery terms, payment terms, warranty, etc.
Must have MRO, services and capital equipment experience.
Career level certifications or ability to obtain within one (1) year.
Proficiency with Financial/Stores Inventory Enterprise software.
Proficient using personal computer software for word-processing and creating spreadsheets and presentations.
